Probability is a typical percentage (e.g., 1/4) which may likewise be expressed as a percent (e.g., 25%) or as a percentage between 0 and 1 (e.g., p = 0.25). Whether there are four tickets in a draw and a participant owns one of them, their probability of winning is 1 in 4 or 4 1/4 or 25% or p = 0.25.
